Contact route and mapping progress are separate things. A contact route status describes how the address or form was checked; mapping progress describes how far this project's own request to the organisation has got. Always confirm the route on the organisation's official website before sending a request.

What you may be able to request

Some information categories are based on the authority's published responsibilities and may not yet have been confirmed through an FOI response.

Likely areas of responsibility — not yet confirmed by Public Audit.

  • Spending and contracts
  • Board or committee minutes
  • Policies and internal guidance
  • Staffing and organisational structure
  • Complaints and performance figures

These are cautious suggestions based on what organisations of this kind usually do. They are not a statement that this organisation holds these records.

    Key finding

19 Council Departments — But No Central Register of Organisations Delivering Services

    Council response
We do not have a central register of all organisations that provide services on behalf of the Council, under contract with Council, through partnership arrangements, or via arm's-length bodies.
    PublicAudit.uk analysis

This does not mean the Council does not know about individual contracts, partnerships or service providers.

It means the Council says there is no single central register that answers this request, and that answering it would require manual searches across its departments.

    No single central map identified

The Council says information would need to be reconstructed through searches of individual departmental records.

    Organisations delivering council services

The Council says identifying all relevant organisations would require manual searches across 19 departments and exceed the FOI cost limit.

    Central outsourced-service information register

The Council states it does not hold one register or directory identifying which organisations hold information on its behalf in connection with outsourced or commissioned services.

    Information Asset Owner register

The Council does not hold a list, register or directory of Information Asset Owners, Information Owners or Data Owners.

However, the Council confirmed: Heads of Departments are the Council's Information Asset Owners.

    Central consolidated list: Not provided

The Council said it does not have a central register covering all organisations providing services on its behalf, under contract, through partnerships or through arm's-length arrangements.

It said each of its 19 departments would need to search its own records.

The finding is about the absence of a central consolidated register answering this request — not about the Council being unaware of its own contractors and partners.

    Step 1

    19 Council departments

    Step 2

    Individual record stores

Each department holds its own contract, partnership and service records.

    Step 3

    External organisations delivering services

Known to the departments that manage them — but not listed together in one central register.

    NO DOCUMENT LOCATED

    Council response

The Council says it searched its records but did not locate a register, directory or document identifying which organisations hold information on its behalf in connection with outsourced or commissioned services.

    PublicAudit.uk analysis

This matters directly to the objective of this site: identifying where public information actually resides once services are delivered by other organisations.

    Why this matters

    Who actually holds the information?

When public services involve contractors, charities, partnerships or other organisations, members of the public can face a basic problem:

    Who actually holds the information?

    1. 1Citizen
    2. 2Council
    3. 3Department
    4. 4Contractor / Partner
    5. 5Information

PublicAudit.uk is trying to map that chain.

      Response received

FOI IR-2627-276 (10 August 2026): the Council released its Organisational Management Structure (April 2025) under Section 21 as already published, refused the list of organisations delivering services on its behalf under Section 12 because all 19 departments would need to search records manually, and confirmed it holds no central register of outsourced information holders and no Information Asset Owner register — stating instead that its Information Asset Owners are its Heads of Departments.
